HTHA Announces First Funded Project in Senator Circle Rebuilding Effort

Community Center funding marks tangible progress as HTHA advances planning and funding reviews for housing redevelopment

The first step to Recovery

The Federal Emergency Management Agency (FEMA) obligated $3,185,820 on September 25, 2026, toward replacement of HTHA’s former Maintenance and Management (M&M) building at Senator Circle. The funding allows HTHA to advance this project while continuing the reviews and planning needed for housing redevelopment at Senator Circle and Bayou Towers.

Those efforts include updated project scopes and cost estimates, coordination with recovery agencies, and development of a broader master plan. Future housing construction will depend on the funding decisions and approvals associated with those projects.

“This is a huge step forward. And it doesn’t deny the fact that our residents want to see homes return to Senator Circle, and the Board of Commissioners and I share that priority. We understand why people would ask why a Community Center before housing is rebuilt. The simple answer is that FEMA funding is now available for this part of the recovery.”
